Tourists are “trapped” on top of Vidigal hill, as the Rio de Janeiro police went up the hill and are exchanging gunfire with the favela thugs.

As long as this could be honored, and certain locations in Turkey remain safe, this could be a very interesting move. Irregardless of whether it works, it’s great to see more countries competing for entrepreneurs and investors.
