When Does War Start?

I was at an asado get together in South America a few weeks ago and rather than talk about sports, a few fellas gathered to discuss whether WW3 is about to happen. Luckily, we all felt quite secure being at the edge of the world… and at leisure to talk about such discussions. Anyway I remarked that I believed that we were in fact in World War 3. Some people looked puzzled when I said this

The point I was arguing were that wars are never when people believe they begin and end; there’s always preparation on the front end and retaliation and bitterness on the back end.

For instance, imagine +200 years ago when a battle was about to commence. If we read about it from a historic point of view, we may say that the battle commenced on January 1st, 1780. However this fails to include all of the activity necessary for that battle to commence; the infantry had to migrate to the right location, set up camp, artillery had to be wheeled into the right position, the calvary had to train and fatten the horses, gun powder and armaments had to be secured and much more. Funding for all of this had to be well-secured far in advance even before any movements took place. Political talks about an attack had to be seriously considered before any funding was raised. If every action taken before actual conflict was in preparation of maximal conflict, is it correct to suggest that the war itself had begun far before the battlefield?

In other words, if behaviour cannot be construed for any other reason than participating in warfare, is it safe to say that that country is “in” war at that given point before the fighting?
